Our Services for public administration

 LABORAD srl provides the Public Administration with the most advanced tools for assessing the pollution status of the territory allowing to respect the request of current legislation on:

  • Electromagnetic pollution, Legge quadro 36/2001, we perform electrosmog measurements on the territory evaluating both high and low frequencies, giving a clear and detailed picture of the real state of electromagnetic pollution to which the population is exposed. Laborad also writes for City Councils the Rules for the Installation of Electromagnetic Sources (RISE) that allows the cities to regulate the installation of antennas on the territory ensuring a service to the population and in the meantime reducing the risks arising from the exposition to electromagnetic radiations and protests from citizens that might feel unprotected from the hazards of technology.
  • Noise pollution, legge 447/1995. We perform acoustic zoning of the territory according law requirements allowing the city to comply with the low quickly and affordably.
  • Radioactive pollution, D. Lgs. 230/95 e D. Lgs. 241/2000. If administrations suspect the presence of radioactive sources and/or radioactive pollution in their territory, Laborad can perform verifications of the levels of radioactivity with state of the art equipment that allows to quantify the hazard and to identify any contaminating radioactive substances. As “Properly Equipped Organism”, Laborad does mapping of territory and buildings to quantify the emission of Radon gas and identifies areas at risk of underground gases emission (carbon dioxide, hydrogen sulfide, Radon, Thoron, etc).
  • Landslide hazard: we help public administrations to evaluate and face dangers arising from floods, landslides, collapses, rock-falls, etc, thanks to our team of geologists and to sophisticated underground investigations.

Radon Mapping

The concentration of radon gas in buildings depends on many factors: the presence of uranium or thorium in soil and/or in building materials, the soil permeability, the morphology and tipology of the soil, the use of well water and life habits. Even in areas where are generally measured low concentration of radon the possibility that in some buildings there is a high presence of this radioactive gas (for example in house with pozzolan, volcanic stones, granite, etc. where high levels of radon can be measured even on the higher floors) exists.
The building construction techniques and the materials used have a great influence on the radon levels measured in the building.

Knowing the territory and knowing how much radon comes from underground or how much radon is released from the construction materials generally used on the territory helps the city administrations to plan the interventions to protect their citizens’ health.

 

For this reason LABORAD srl promotes the monitoring of radon gas at city councils in collaboration with Italian Radon Society to offer the best service possible to city councils to protect citizens’ health, especially in high risk areas for the presence of underground gases.

GEOTECHNICAL AND GEOGNOSTIC SURVEYS ON THE TERRITORY
The goal of geotechnical surveys is to:

• identify the nature and the stratigraphy of lands and rocks constituting the underground (to prevent landslides or collapses))
• determine the regime of underground water (to search water and dig a well, but also to prevent landslides or collapses)
• identify the properties of various soils in the underground to predict land behavior in response to compression, loads, deformation but also in case of floods, persistent raining, flooding, etc.

To this end, we perform:

– physical tests (grain size assortment, porosity, water content, weight per unit of volume, etc.);

– mechanical tests (compressibility, deformability, resistance to breakage, etc.);

– hydraulic tests (permeability).

We can perform for you:

Menard pressuremeter test (MPM) for the in situ identification of the mechanical characteristics of soils and rocks.
Dynamic Penetrometric tests (DPM) for the reconstruction, stratigraphic interpolation and definition of the main geotechnical parameters even in difficult access sites. – Load tests on plate for the determination of compressibility modules and the compaction property.
–  Inclinometer measurements for assessing the gravity movement of slopes and hills.
Seismic prospection: the seismic prospections are geophysical analysis methods based on the study of artificially generated seismic waves propagation.
Surface seismic prospections of MASW (Multichannel Analisys of Surface Waves) and REMI (Refraction Microtremors) types to determine the Vs30 for NTC for building on seismic territories and downhole and crosshole seismic prospections to determine the speed of P and S waves, toreconstruct the seismostratigraphy and to determine the Vs30.
Rifraction seismic prospections in P and S waves to determine the geometry and the elastomechanical characteristics in the assayed land sections.

GEOGNOSTIC
Planning, executing and technical management of geognostic surveys for the stratigraphic study even at great depht and to determine the main mechanical characteristics of the investigated soils to support the design and construction of engineering works.

Antennas plan (RISE)

 Every municipality can adopt a regulation to ensure the proper urban and territorial settment of installations and to minimize population exposure to electromagnetic fields. It is stated by Law 36 of 22.02.2011 in Art. 8 paragraph 6 (Legge Quadro for protection from exposure to electric, magnetic and electromagnetic fields).

These Rules for the Installation of Electromagnetic Sources (RISE), often incorrectly called “Antennas plan”, constitutes the only means by which the administration can direct the installation of antennas of various types in a determined area instead of another. Without such rules whoever wants to install an antenna, according to what is determined by the “Code of electronic communications, D. Lgs. 1.08.2003 n.259”, can do it by just communicating a DIA and the city council can do nothing, because antennas can be planted on the territory just under the respect of the rules for urban planning (ex Art. 86 c.2).

The RISE allows instead the city council to exercise the power of urban planning on its own territory, regulating the localization of electromagnetic sources in some regions, provided that it is thereby censure the National interest to a capillary distribution of service.

LABORAD srl provides city councils with its experience in the realization of a bulletproof RISE from both legal and technical points of view.

Laborad srl provides also services for the measurement of electromagnetic pollution (electrosmog) on the territory to verify the respect of the law limits and to protect citizens’ health from electromagnetic radiations (not ionizing radiations – NIR).

Qualified expert in radioprotection

The Qualified Expert (EQ) in Italy is the professional who is responsible of radiation protection of workers and population.

The skills of a Qualified Expert are indicated in D. Lgs. 230/95 (subsequently modified and supplemented by D. Lgs. 241/2000 and D. Lgs. 257/2001 and others) and are defined as::

« A person having the knowledge and the training necessary for performing physical, technical and radiotoxic measurements, tests and assessments and to ensure the proper functioning of protection devices, and also to provide all information and to formulate measurements to ensure the physical supervision of the protection of workers and population.»

The Qualified Expert is a consultant of the Employer, from which it receives, under appointment, the exclusive technical/scientific responsibility to guarantee the radiological surveillance; the surveillance of workers (Chapter VIII) includes also the Autorized Physician and the Responsible Physician, that are in charge of the medical surveillance of the staff.

The title of Qualified Expert is achieved after a oral examination at the Ministry of Labour, based on a program of study defined by law, and reported in detail in Allegato V of D. Lgs. 230/95.

There are three levels of competency:

  1. Level 1: for the physical surveillance of sources such as radio equipment that accelerate electrons with a maximum voltage, applied to the tube, under 400 kV.
  2. Level 2: for the physical surveillance of surches such as radio equipment that accelerate electrons between 400 keV and 10 MeV, of radioactive materials, including neutron sources whose average production over time, on all the solid angle, is under 10^4 neutrons per second.
  3. Level 3: for the physical surveillance of nuclear plants and other radiation sources other than those previously described.
